In 1993 Engineer Víctor M. Mahbub Matta became president of the Academy of Music of the Palacio de Minería, a position he held until 2002. Two years later—after the 1995 summer season—Mahbub, together with the Advisory Board, invited Jorge Velazco to return as artistic director. Velazco’s second tenure spanned 1996 – 2003.

Works were also presented in their original orchestrations, such as Johann Strauss Jr's Tales from the Vienna Woods, for which a real cimbalom (old Hungarian dulcimer) was obtained and played by specialist Éva Sóvágó.

On this era, Victor M. Mahbub Matta shares:

"I received the orchestra in full. We were visited by several soloists who were performing with the Berlin Philharmonic. In addition to the concerts in the Sala Neza, we performed in several other venues, such as the Ollin Yoliztli and in Bellas Artes, which became our venue during the strike at UNAM in 1999 (...) I am convinced that the success of Minería is due to the fact that it is an orchestra that we all made. The engineers who founded it, the support of UNAM and the great love we received from our public. I remember that the best musicians in the world came and felt at home. And they told me that nowhere else could they find such human warmth. That is where I think MInería is special. Much of our success can be explained by the fact that the people involved in this orchestra have been guided by a university spirit, a genuine love of music and, above all, a vocation filled with the pleasure of serving".
